What Does Exodus 28:21 Mean?
"And the stones shall be with the names of the children of Israel, twelve, according to their names, like the engravings of a signet; every one with his name shall they be according to the twelve tribes." The HIGH PRIEST'S BREASTPLATE carries twelve stones — each ENGRAVED with the name of one of the twelve tribes. The engraving is like a SIGNET — the kind of deep, permanent, official cutting used for seals and official documents. The names are PERMANENT (engraved, not painted), VISIBLE (on the breastplate, over the heart), and COMPREHENSIVE (all twelve tribes). The priest carries EVERY tribe's name when he enters God's presence.
The phrase "the stones shall be with the names of the children of Israel" (veha'avanim tihyeynah al shemot benei Yisra'el — the stones shall be upon the names of the sons of Israel) makes the STONES PERSONAL: each stone carries a NAME. The gemstones aren't decorative. They're REPRESENTATIONAL — each one REPRESENTS a specific tribe, a specific family, a specific segment of God's people. The beauty serves the IDENTITY. The decoration carries the REPRESENTATION.
The "like the engravings of a signet" (pituchei chotam — engravings of a seal/signet) makes the engraving PERMANENT and OFFICIAL: the signet-engraving is the DEEPEST, most permanent form of marking — the kind used for royal seals, for official documents, for marks that can't be erased. The names on the stones aren't written with ink. They're CUT INTO the gem. The permanence of the engraving says: these names are PERMANENTLY part of the priest's garment. The representation is indelible.

Twelve stones. Twelve names. Engraved like a SIGNET — permanent, official, indelible. Each stone carries one tribe's name. The high priest enters God's presence wearing EVERY tribe on his chest. The names are over his HEART. The representation is comprehensive. The carrying is personal. The engraving is permanent.
The 'stones with the names' makes the breastplate REPRESENTATIONAL: the twelve gemstones aren't just beautiful. They REPRESENT — each one carrying the specific NAME of a specific TRIBE. When the priest enters the Holy of Holies, he carries ALL TWELVE TRIBES with him. No tribe is left out. No name is missing. The representation is COMPREHENSIVE — every family, every group, every segment of Israel is ON the priest's chest.
The 'like the engravings of a signet' makes the names PERMANENT: signet-engraving is the most INDELIBLE form of inscription — cut deep into the stone, impossible to erase, permanent as the gem itself. The names aren't painted ON the stones (temporary). They're cut INTO the stones (permanent). The representation is as LASTING as the gemstone. The name endures as long as the stone endures.
The 'every one with his name according to the twelve tribes' makes the representation INDIVIDUAL and TRIBAL: each stone carries ONE name. Each name represents ONE tribe. The representation is both INDIVIDUAL (each name, each stone) and CORPORATE (twelve together, representing all Israel). The priest carries the UNITY of the twelve (all together on one breastplate) AND the INDIVIDUALITY of each (each name on its own stone).
