What Does Exodus 3:19 Mean?

"And I am sure that the king of Egypt will not let you go, no, not by a mighty hand." God tells Moses IN ADVANCE that Pharaoh will REFUSE: the king of Egypt will NOT let you go. The refusal is CERTAIN (God is 'sure' — yada'ti, I know). And the refusal will persist even under FORCE ('not by a mighty hand' — even when divine power is applied, Pharaoh will resist). God doesn't just predict the outcome. He reveals that the RESISTANCE is part of the plan. The refusal is anticipated, expected, and factored into the design.

The phrase "I am sure that the king of Egypt will not let you go" (va'ani yada'ti ki lo yitten etkhem melekh Mitzrayim lahalokh — and I, I know that the king of Egypt will not give/permit you to go) means God has FOREKNOWLEDGE of the refusal: the 'I know' (yada'ti — I have known, I know with certainty) is DIVINE CERTAINTY. God isn't guessing. God KNOWS Pharaoh will refuse. The refusal is FOREKNOWN and FACTORED IN. The plan includes the resistance. The strategy accounts for the stubbornness.

The "no, not by a mighty hand" (velo beyad chazaqah — and not by a strong hand) means even FORCE won't produce the release — initially: the 'mighty hand' (yad chazaqah — strong hand, the hand of power) refers to the PLAGUES — the demonstrations of divine power that will follow. Even THOSE won't produce immediate release. The resistance survives the power. The stubbornness outlasts the miracles — until the FINAL plague breaks the last refusal.

Devotional

I KNOW — Pharaoh will NOT let you go. Not even by a mighty hand. God tells Moses the plan INCLUDES the refusal. The resistance is EXPECTED. The stubbornness is FOREKNOWN. The 'no' is anticipated. The plan was designed around the refusal, not surprised by it.

The 'I am sure' (yada'ti — I know with certainty) is DIVINE FOREKNOWLEDGE: God doesn't say 'Pharaoh might refuse.' God says 'I KNOW he will refuse.' The certainty is absolute. The foreknowledge is complete. The resistance that will frustrate Moses for months is ALREADY KNOWN by the God who sends him. The refusal isn't a setback. It's a PREDICTED feature of the plan.

The 'will not let you go' is the refusal stated BEFORE the request is made: Moses hasn't even gone to Pharaoh yet. The first 'let my people go' hasn't been spoken. And God ALREADY KNOWS the answer: NO. The refusal is known in advance, communicated to Moses in advance, and factored into the plan in advance. The foreknowledge doesn't prevent the sending. It PREPARES the sent-one.

The 'not by a mighty hand' means the MIRACLES will initially FAIL to persuade: the plagues — blood, frogs, gnats, flies, livestock-death, boils, hail, locusts, darkness — will demonstrate DIVINE POWER. And Pharaoh will STILL refuse. The mighty hand that should produce compliance produces HARDENING. The miracles that should produce surrender produce resistance. The power is real. The refusal persists anyway — until the FINAL plague (the firstborn) breaks through.
