What Does Hebrews 11:10 Mean?

"For he looked for a city which hath foundations, whose builder and maker is God." Abraham lived in TENTS (verse 9) because he was looking for a CITY — not a human city but one with FOUNDATIONS (permanent, unshakable), whose BUILDER AND MAKER is GOD. The tent-living was the CHOICE of someone who saw something BETTER coming. The impermanence of the tent-lifestyle was the evidence of the permanence being anticipated. Abraham lived temporarily because he saw eternally.

The phrase "he looked for a city which hath foundations" (exedecheto gar tēn tous themelious echousan polin — for he was awaiting/expecting the city having foundations) means Abraham was EXPECTING something permanent: the city has FOUNDATIONS (themelious — structural underpinnings, the deep, unshakable base that makes a building permanent). The foundations distinguish this city from every earthly city — earthly cities can be destroyed. This city has foundations laid by GOD. The permanence is DIVINE, not architectural.

The "whose builder and maker is God" (hēs technitēs kai dēmiourgos ho theos — whose craftsman/designer and builder/creator is God) identifies GOD as both the ARCHITECT and the CONSTRUCTOR: technitēs means the DESIGNER — the one who drew the plans, who conceived the layout, who engineered the structure. Dēmiourgos means the BUILDER — the one who constructed it, who assembled the materials, who brought the design to physical reality. God is BOTH — the Planner AND the Maker.

Devotional

Abraham lived in TENTS because he was looking for a CITY — one with real FOUNDATIONS, designed and built by GOD. The tent-dwelling wasn't poverty. It was ANTICIPATION. The impermanence of the lifestyle was evidence of the permanence being expected. Abraham lived temporarily because he saw something eternal coming.

The 'looked for a city with foundations' explains the TENT-LIFESTYLE: Abraham didn't live in tents because he COULDN'T build. He lived in tents because he was WAITING for something better. The city with foundations — the permanent, unshakable, divinely-constructed city — was the DESTINATION. The tents were the JOURNEY. The temporary dwelling expressed the anticipation of the permanent one.

The 'foundations' distinguish THIS city from every EARTHLY city: earthly cities have foundations that crumble. This city has foundations that HOLD — because GOD laid them. The foundations are DIVINE — planned by divine architecture, constructed by divine engineering, unshakable by divine design. The city Abraham anticipated wasn't a better version of an earthly city. It was a CATEGORICALLY DIFFERENT city — one that GOD built from foundation to finish.

The 'builder AND maker is God' makes God both ARCHITECT and CONTRACTOR: God didn't just DESIGN the city (architect). He BUILT it (contractor). The planning and the construction are BOTH divine. The blueprint is God's. The building is God's. The city isn't a collaborative project between divine design and human construction. It's ALL God — from conception to completion.
