What Does Hosea 11:12 Mean?
Hosea delivers a devastating contrast: Ephraim (the northern kingdom) surrounds God with lies and deceit. But Judah — at least for now — still rules with God and is faithful with the saints. The comparison is between a nation drowning in deception and a nation still maintaining some connection to divine faithfulness.
"Compasseth me about with lies" — the word compasseth (sabab — to surround, to encircle) means the lies aren't occasional. They've formed a perimeter around God. Israel's deception is so comprehensive it has become the environment: God is encircled by the lies of His own people. The falsehood isn't directional (coming from one source). It's environmental (surrounding Him from every direction).
The relative commendation of Judah — "ruleth with God" (rad — to roam, to have dominion) — is qualified: Judah's faithfulness is partial ("yet" — still, for now). The commendation carries the seed of its own expiration. Judah is faithful. For now.

Ephraim surrounds Me with lies. Judah — still — walks with God. For now.
Hosea draws the border between the two kingdoms with painful clarity: the north (Ephraim) has encircled God with deception. The lies are everywhere. From every direction. God is surrounded by the falsehood of His own people. The deception isn't a single lie. It's an environment. A perimeter. A complete encirclement of dishonesty.
"Compasseth me about" — the lies have formed a wall around God. Not a wall that blocks God's power. A wall that represents the relationship's condition. God stands in the center of a circle of lies, surrounded by the deception of the people who are supposed to surround Him with worship.
The contrast: Judah — for now — still rules with God. Still faithful with the saints. The southern kingdom hasn't (yet) reached Ephraim's level of comprehensive deception. Judah still has some connection to divine authority. Some faithfulness. Some alignment with the holy ones.
The "yet" is the warning: Judah's faithfulness is current, not permanent. The commendation carries a timer. The "still" implies a "but eventually won't." Hosea knows — and the rest of the prophets confirm — that Judah's turn is coming. The faithfulness that distinguishes Judah from Ephraim is genuine but temporary.
The two-kingdom contrast is the two options in every generation: surround God with lies (Ephraim) or walk with God faithfully (Judah). The first is comprehensive deception. The second is genuine (if imperfect) devotion. And the frightening part: the second can deteriorate into the first.
