What Does Isaiah 51:4 Mean?
"Hearken unto me, my people; and give ear unto me, O my nation: for a law shall proceed from me, and I will make my judgment to rest for a light of the people." God calls His people to listen because something unprecedented is coming: a law from God that will become a light for ALL peoples. The law isn't just instruction for Israel. It becomes illumination for the nations. God's judgment rests — settles permanently — as a light for everyone.
The phrase "a law shall proceed from me" (torah me'itti tetzeh — instruction/law from Me will go out) means divine instruction is GOING FORTH — traveling, moving outward, extending beyond its point of origin. The law isn't stationary. It PROCEEDS — it moves toward the people who need it. The instruction is on the move.
The "make my judgment to rest for a light of the people" (umishpati le'or ammim argia — My justice as a light of peoples I will cause to settle) means God's justice SETTLES as illumination: the judgment doesn't flash and disappear like lightning. It RESTS — it takes up residence, it settles permanently, it becomes the stable, enduring light that peoples navigate by.

A law is coming FROM Me. My justice will settle as a LIGHT for the peoples. God announces instruction that travels — law that goes OUT, justice that settles DOWN as permanent illumination for every nation. The light isn't temporary. It rests. It stays. It becomes the thing peoples navigate by.
The 'law shall proceed from me' means the instruction is mobile: it's not staying in Jerusalem. It's GOING FORTH — extending outward, traveling toward the peoples who need it. The law has legs. The instruction moves. The divine teaching goes to where the nations are, not just where Israel worships. The law that starts with God reaches everyone.
The 'make my judgment to rest for a light' combines two ideas: settling and illuminating. The justice doesn't just flash across the sky momentarily. It RESTS — it settles down, it takes up permanent residence, it becomes the fixed light source that peoples use to see. The judgment is both stable (resting) and illuminating (a light). It's a lighthouse, not a shooting star.
The 'of the people' (ammim — peoples, nations, communities) makes the light universal: not a light for Israel alone but a light for THE PEOPLES — every nation, every community, every group that needs illumination. The law that proceeds from God and the judgment that settles as light serve everyone. The illumination has no border. The light reaches every people.
