What Does Numbers 18:23 Mean?
"But the Levites shall do the service of the tabernacle of the congregation, and they shall bear their iniquity: it shall be a statute for ever throughout your generations, that among the children of Israel they have no inheritance." The Levites receive THREE defining characteristics: they DO the service (functional role), they BEAR their iniquity (responsibility for any violations), and they HAVE NO INHERITANCE (no tribal land-allotment). The service, the responsibility, and the landlessness are connected: the tribe that serves the sanctuary full-time doesn't need land because God IS their inheritance (verse 20).
The phrase "they shall bear their iniquity" (hem yis'u avonam — they shall carry their guilt/punishment) makes the Levites RESPONSIBLE for violations: if something goes wrong in the Tabernacle — unauthorized access, improper handling, ritual failure — the LEVITES bear the consequences. The 'bearing of iniquity' means ABSORBING the punishment that the violation produces. The Levites are the SHOCK-ABSORBERS of the sanctuary-system: they take the hit for mistakes so the community doesn't.
The "among the children of Israel they have no inheritance" (uvetokh benei Yisra'el lo yinchalu nachalah — in the midst of the children of Israel they shall not inherit an inheritance) makes the Levites LANDLESS: when the Promised Land is divided among the tribes (Joshua 13-21), the Levites receive NO TRIBAL TERRITORY. The other tribes get land. The Levites get GOD (verse 20 — 'I am thy part and thine inheritance'). The landlessness is the CONSEQUENCE of the calling: the tribe that serves the sanctuary doesn't farm the soil. The tribe whose inheritance is God doesn't need the inheritance of land.

The Levites serve. The Levites bear the iniquity. The Levites have NO INHERITANCE. Three defining features of one tribe: full-time service, full responsibility for violations, and no land. The service is the calling. The responsibility is the cost. The landlessness is the consequence — because GOD is their inheritance.
The 'do the service of the tabernacle' is FULL-TIME sacred employment: the Levites don't farm part-time and serve part-time. The tabernacle IS their work. The service IS their occupation. The tribe that serves the sanctuary serves it EXCLUSIVELY — no side-business, no land to work, no divided attention. The service demands the whole tribe.
The 'bear their iniquity' is RESPONSIBILITY for the sacred: if something goes wrong — unauthorized approach, ritual failure, handling-error — the LEVITES pay the price. The consequence doesn't fall on the COMMUNITY. It falls on the LEVITES. The responsibility-bearing is the COST of the calling. The service comes WITH the liability. The privilege of proximity comes WITH the penalty for failure.
The 'no inheritance' is the TRADE: the other tribes receive LAND — territory, soil, acreage to farm and build on. The Levites receive NONE. But verse 20 provides the ALTERNATIVE: 'I am thy part and thine inheritance.' GOD replaces the land. The DIVINE PRESENCE replaces the territorial possession. The tribe that has God doesn't need dirt. The inheritance is a PERSON, not a property.
