What Does Numbers 24:2 Mean?
"And Balaam lifted up his eyes, and he saw Israel abiding in his tents according to their tribes; and the spirit of God came upon him." Balaam LOOKS at Israel — and for the first time, he actually SEES them. The previous attempts involved turning AWAY from Israel (23:3 — going alone to seek God). This time, Balaam FACES Israel directly — sees them DWELLING in their tents, ORGANIZED by tribes. And the Spirit of God COMES UPON him. The direct seeing of God's people triggers the Spirit's coming. The looking produces the anointing. The seeing produces the speaking.
The phrase "he saw Israel abiding in his tents according to their tribes" (vayyar et Yisra'el shokhen lishvatav — he saw Israel dwelling/settling by its tribes) describes what Balaam SEES: Israel DWELLING — settled, organized, at rest. The tents are arranged BY TRIBES — the camp-order prescribed in Numbers 2, with each tribe in its designated position around the Tabernacle. What Balaam sees is DIVINE ORDER made visible — a nation organized according to God's instruction, dwelling in the pattern God designed.
The "the spirit of God came upon him" (vattehi alav ru'ach Elohim — the Spirit of God was/came upon him) is the SPIRIT'S ARRIVAL on a PAGAN prophet: the Spirit of God comes upon BALAAM — not an Israelite, not a Levite, not a covenant-member. A GENTILE diviner receives the Spirit of God. The Spirit is not restricted to covenant-people. The Spirit comes upon whoever God CHOOSES — and in this moment, God chooses the pagan prophet who's looking at Israel's tents.

For the first time, Balaam FACES Israel directly — and what he sees is divine ORDER made visible: a nation settled, organized, arranged according to God's design. And the seeing triggers the Spirit. The looking produces the anointing.
The 'lifted up his eyes and saw Israel' is the DIRECT looking: in previous attempts, Balaam went AWAY from Israel to seek God (23:3). This time he FACES them. He LOOKS at them. And what he sees changes everything: Israel dwelling — not marching, not fighting, not rebelling. DWELLING. Settled. At rest. In their tents. By their tribes. The picture of God's people at PEACE in God's ORDER is what triggers the blessing.
The 'abiding in his tents according to their tribes' is DIVINE ORDER made VISIBLE: the camp-arrangement prescribed in Numbers 2 — each tribe in its designated position, the Tabernacle at the center, the concentric circles of Levites, tribes, and families — is what Balaam SEES from the hilltop. The organization isn't just administrative. It's BEAUTIFUL. The ordered camp is the visible expression of the ordered relationship between God and His people.
The 'spirit of God came upon him' is the SPIRIT anointing a GENTILE: the Spirit of God (ru'ach Elohim) comes upon BALAAM — a pagan diviner from Mesopotamia. The Spirit isn't restricted to Israelites. The Spirit isn't limited to covenant-people. The Spirit comes upon whoever GOD CHOOSES — and God chooses Balaam at THIS moment because the blessing He wants spoken requires the Spirit's ENABLING. The Spirit empowers the pagan to bless the people the pagan was hired to curse.
