What Does Psalms 104:13 Mean?

"He watereth the hills from his chambers: the earth is satisfied with the fruit of thy works." God's IRRIGATION system: He waters the HILLS from His CHAMBERS — the heavenly storerooms where rain is kept (cf. Job 38:22 — 'the treasures of the snow'). The water comes from ABOVE — from God's own upper rooms, from celestial storage, from the chambers in the sky. The hills that can't water THEMSELVES are watered from GOD'S house.

The phrase "he watereth the hills from his chambers" (mashqeh harim me'aliyyotav — He gives drink to the mountains from His upper rooms) makes God a HOMEOWNER watering His garden: the 'aliyyot' (upper rooms, chambers, attic-rooms) are GOD'S living quarters — the heavenly spaces where God resides. From THERE — from His own home — God sends water to the mountains. The rain is God's domestic activity. The watering is the homeowner tending the landscape.

The phrase "the earth is satisfied with the fruit of thy works" (mipperi ma'asekha tisba' ha'aretz — from the fruit of your works the earth is satisfied/sated) makes the EARTH a satisfied EATER: the earth EATS the fruit of God's works and is SATISFIED (saba — full, sated, content). The provision is enough. The watering produces SATISFACTION. The earth doesn't remain thirsty after God waters it. The provision meets the need. The earth has ENOUGH.

The DOMESTIC imagery is deliberate: God is pictured as a householder watering plants from the upper story. The rain is the pouring. The chambers are the water-source. The hills are the garden. The earth is the satisfied recipient. The Creator is the gardener. The maintenance of creation is an act of DOMESTIC CARE.

Devotional

God waters the hills from HIS CHAMBERS — from the upper rooms of heaven, from His own living quarters. The rain is God's domestic activity. The irrigation is the homeowner tending the garden. The hills that can't water themselves receive water from God's OWN HOUSE. The provision comes from the Provider's personal space.

The earth is SATISFIED — saba, full, sated, content. The provision isn't stingy. The watering isn't minimal. The earth EATS the fruit of God's works and has ENOUGH. The satisfaction is COMPLETE. The provision matches the need. The earth isn't left wanting. The thirst is met. The hunger is filled.

The 'CHAMBERS' are God's upper rooms — the heavenly spaces where God resides. The water comes from GOD'S HOME. The rain isn't random atmospheric physics. It's divine HOSPITALITY — God pouring water from His own quarters onto the earth below. The domestic imagery makes creation-maintenance an act of PERSONAL CARE. The God who lives upstairs waters the garden downstairs.

The 'FRUIT of thy works' makes the earth's satisfaction the PRODUCT of God's labor: God WORKS. The creation runs on God's LABOR. The earth is satisfied because God is WORKING — sending rain, watering hills, producing fruit. The satisfaction of the earth is the result of the activity of God. The provision requires the Provider's ongoing effort.
