What Does Psalms 134:3 Mean?
"The LORD that made heaven and earth bless thee out of Zion." The NIGHT-WATCH blessing — Psalm 134 is the last Song of Ascents, addressed to the priests who serve the LORD AT NIGHT (verse 1 — 'ye servants of the LORD, which by night stand in the house of the LORD'). The blessing comes FROM the Creator (the LORD who made heaven and earth) and OUT OF Zion (the specific location of divine presence). The blessing has both a SOURCE (the Creator) and a CHANNEL (Zion).
The phrase "the LORD that made heaven and earth" (YHWH oseh shamayim va'aretz — the LORD, maker of heaven and earth) identifies the BLESSER by His CREDENTIAL: the One who blesses is the One who MADE everything. The blessing comes from the CREATOR — the One whose creative power produced the universe. The blessing carries the weight of the creation behind it. The Creator's blessing has CREATIVE power.
The phrase "bless thee out of Zion" (yevarekekhah mitzTziyon — may He bless you from Zion) channels the blessing through a LOCATION: the blessing doesn't come from the generic heavens. It comes FROM ZION — the specific mountain, the specific city, the specific place where God's presence dwells. The universal Creator blesses through a PARTICULAR location. The cosmic God operates through the LOCAL address.
The NIGHT context makes this a NIGHT-BLESSING: the servants who stand at night — in the dark, in the quiet, when everyone else sleeps — receive this blessing. The night-workers get the Creator's blessing channeled through Zion. The people who serve in the DARKNESS receive the word spoken about the One who MADE the light.

The NIGHT servants receive this blessing: Psalm 134 is for the people who stand in God's house AT NIGHT — when the crowds have left, when the worship is over, when the darkness falls and the watching begins. The night-watchers get the Creator's blessing. The people serving in the DARK receive the word about the God who MADE the light.
The 'MADE HEAVEN AND EARTH' credential carries WEIGHT: the blessing isn't from a minor deity or a local spirit. It's from the CREATOR OF EVERYTHING. The blessing has the force of CREATION behind it. The God who spoke galaxies into existence now speaks blessing over the night-servants. The creative word that made the cosmos now makes the benediction.
The 'FROM ZION' makes the blessing GEOGRAPHIC: the Creator could bless from anywhere. He blesses FROM ZION — through the temple, through the mountain, through the specific location. The universal operates through the particular. The everywhere-God works through the somewhere-place. The cosmic and the local aren't in competition. They're in PARTNERSHIP.
