What Does Revelation 13:14 Mean?
John describes the second beast's deceptive power: and deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.
Deceiveth (planao) them that dwell on the earth — the deception is global. Those who dwell on the earth — a phrase in Revelation consistently referring to the unbelieving world — are deceived. The deception is not accidental or subtle. It is systematic, intentional, and effective.
By the means of those miracles — the miracles (semeia — signs) are the tool of deception. The signs are real — they actually occur. But their purpose is false — they authenticate a counterfeit system. The miracles prove nothing about truth. They prove only power — and power can serve deception as easily as truth. Jesus warned of this: false prophets shall shew great signs and wonders (Matthew 24:24).
Which he had power to do in the sight of the beast — the second beast's miracles are performed before the first beast, authenticating the first beast's authority. The power is delegated — given (edothe — it was given to him). The second beast is a religious figure using supernatural signs to validate a political figure. The pattern: religious authority serving political power through miraculous deception.
That they should make an image to the beast — the deception produces idolatry. The deceived population creates an image — an idol — of the first beast. The progression: miracles produce deception; deception produces idolatry. The false signs lead to false worship.
Which had the wound by a sword, and did live — the first beast's recovery from a fatal wound (v.3) mimics Christ's resurrection. The beast parodies the gospel: death and resurrection, worship and devotion — all counterfeited. The entire system is a satanic imitation of the true faith.

Deceiveth them that dwell on the earth by the means of those miracles. Miracles that deceive. Signs that lie. The second beast performs real supernatural acts — and uses them to validate a counterfeit system. The signs are genuine. The message behind them is false. Power proves nothing about truth. A miracle does not guarantee that the source is God.
Saying to them that they should make an image to the beast. The miracles produce idolatry. The deceived population does not just admire the beast. They worship it — they make an image, they bow before it, they give it the devotion that belongs to God alone. The progression is: signs → deception → idolatry. The false miracles create false worship.
Which had the wound by a sword, and did live. The beast imitates Christ. A fatal wound — and then recovery. Death — and then life. The parody of the resurrection is deliberate. The beast system does not create something original. It counterfeits the gospel — mimicking death and resurrection to steal worship from the one who actually died and rose.
This is the warning embedded in Revelation 13: the end-times deception does not look obviously evil. It looks miraculous. It looks like resurrection. It looks like something worth worshipping. The deception works precisely because it imitates the real thing closely enough to fool those who are not paying attention.
Miracles are not the test of truth. Character is. Doctrine is. Alignment with the true Christ is. The beast can perform signs. The beast can mimic resurrection. The beast can inspire worship. But the beast is not Christ — and the people who are deceived are the ones who did not know the difference.
