The phrase "a mother in Israel" (em beYisrael — a mother in Israel) gives the CITY a maternal identity: Abel Beth-maacah is a 'mother city' — a center of wisdom, counsel, and cultural transmission. The 'MOTHER in Israel' claim is brilliant: she redefines what Joab is attacking. He thinks he's besieging a city harboring a fugitive. She tells him he's destroying a MOTHER — a generative, nurturing center of wisdom in Israel. The reframing changes everything. The military target becomes a sacred institution.
