What Does Deuteronomy 17:14 Mean?
"When thou art come unto the land which the LORD thy God giveth thee, and shalt possess it, and shalt dwell therein, and shalt say, I will set a king over me, like as all the nations that are about me." Moses ANTICIPATES the monarchy — centuries before it happens: when you're IN the land, POSSESSING and DWELLING, you'll SAY 'I want a king like the other nations.' The desire for a king is PREDICTED, not commanded. The wanting-a-king is FORESEEN as something Israel will do — not something God INITIATES. The monarchy isn't God's IDEAL. It's God's ACCOMMODATION of what He knows they'll want.
The phrase "and shalt say, I will set a king over me" (ve'amarta asimah alai melekh — you will say, 'let me set upon myself a king') makes the request HUMAN-ORIGINATED: the desire comes from ISRAEL, not from God. The 'you will say' predicts THEIR initiative. The monarchy is Israel's CHOICE, not God's command. The distinction matters: God PERMITS what He PREDICTS without God DESIRING what He permits. The accommodation is grace. The prediction is omniscience.
The "like as all the nations that are about me" (kekhol haggoyim asher sevivotai — like all the nations that surround me) identifies the MOTIVATION as CONFORMITY: Israel wants a king because the NATIONS have kings. The desire isn't for BETTER GOVERNANCE. It's for IMITATION. The wanting-a-king is wanting to be LIKE everyone else. The conformity-desire drives the monarchy-request. The looking-around produces the wanting-to-match.

Devotional
When you're in the land, settled and possessing, you'll SAY: 'I want a king — like all the nations around me.' Moses PREDICTS the monarchy centuries before it happens. The desire is HUMAN-ORIGINATED (you will say), CONFORMITY-DRIVEN (like the nations), and GOD-ACCOMMODATED (the law provides for what it predicts). The monarchy isn't God's ideal. It's God's accommodation.
The 'you will say' makes the request PREDICTED but not COMMANDED: God KNOWS Israel will want a king. God doesn't ORDER Israel to want one. The prediction is OMNISCIENCE — God sees what the people will desire centuries in advance. The accommodation that follows (verses 15-20 — rules for the king) is GRACE — God providing guidelines for the institution He didn't initiate. The monarchy is MANAGED, not mandated.
The 'like all the nations around me' identifies CONFORMITY as the motivation: the desire for a king isn't driven by theological conviction or governmental improvement. It's driven by COMPARISON — looking at the surrounding nations and wanting what THEY have. The request is: make us NORMAL. Make us LIKE everyone else. The distinctiveness that SHOULD define Israel (Deuteronomy 14:2 — 'a peculiar people') is the distinctiveness Israel wants to ABANDON. The conformity-desire undermines the uniqueness-calling.
The ACCOMMODATION (verses 15-20) shows God's response to the predicted desire: God doesn't BLOCK the monarchy. He REGULATES it — prescribing rules for the king (must be Israelite, must not multiply horses/wives/gold, must write and read the Torah daily). The accommodation is: if you're going to have a king (which you will), HERE are the RULES. The rules are the GRACE within the accommodation. The regulation is the WISDOM within the concession.
