What Does Exodus 28:30 Mean?
"Aaron shall bear the judgment of the children of Israel upon his heart before the LORD continually." The high priest carries the breastplate of judgment — containing the Urim and Thummim (objects used for divine guidance) — over his heart. The people's concerns rest on the priest's chest. The judgment (decision, verdict, guidance) of Israel is carried physically where the heart beats.
The Urim and Thummim (possibly meaning "lights and perfections" or "revelation and truth") were objects used to discern God's will. Their exact nature is debated — possibly two stones that produced yes/no answers. But their placement — on Aaron's heart — means divine guidance is carried close to the priest's emotional center.
The word "continually" (tamid — perpetually, always, without interruption) means the carrying never stops. The priest doesn't put the breastplate on for special occasions. He wears it continually. Israel's judgment is always on his heart. The intercession is structural, not seasonal.

Aaron carries Israel's judgment on his heart. Not on his shoulder (that's where the stones go — verse 12). On his heart. The people's need for divine guidance rests on the priest's chest, over his heartbeat, continually.
The placement is the theology: divine guidance isn't carried in the head (intellectual analysis) or on the shoulder (organizational burden). It's carried on the heart (emotional, relational, intimate connection). The priest who discerns God's will for the people carries the discernment where the love is.
The 'continually' means the priest is never off-duty. The breastplate doesn't come off for breaks. Israel's judgment is always on Aaron's heart — waking, sleeping, eating, worshipping. The intercession is structural: built into the clothing, worn as part of the uniform, inseparable from the priestly identity.
The Urim and Thummim — the mystery objects that produce divine guidance — sit inside the breastplate. The guidance mechanism is hidden inside the heart-garment. The answers aren't displayed publicly. They're accessed through the priest's heart. The revelation comes from what's closest to the chest.
Christ fulfills this: He carries your judgment on His heart before the Father continually. Your need for guidance, your case before God, your situation requiring a verdict — all of it rests on the High Priest's chest, perpetually, without interruption. You are on His heart right now.
