What Does Exodus 34:5 Mean?
Exodus 34:5 describes one of the most intimate divine-human encounters in the Old Testament. "And the LORD descended in the cloud" — vayyered YHWH be'anan — God comes down. The verb yarad (descended) is directional — God moves toward Moses, not the other way around. The cloud (anan) is the same glory-cloud that guided Israel through the wilderness, but here it descends to a single point, a single meeting, a single man.
"And stood with him there" — vayyityatsev immo sham. God stood with Moses. The Hebrew yatsav means to station oneself, to take a position, to plant yourself. God didn't pass by vaguely. He planted Himself next to Moses. Stood with him. The preposition immo (with him) conveys presence, solidarity, proximity. The Creator of the universe stationed Himself beside a human being on a mountain.
"And proclaimed the name of the LORD" — vayyiqra veshem YHWH. God proclaimed His own name — not in response to a question but as a self-initiated act of revelation. What follows in verses 6-7 is the most comprehensive self-description God ever gives: merciful, gracious, longsuffering, abundant in goodness and truth, keeping mercy for thousands, forgiving iniquity and transgression and sin, and by no means clearing the guilty. God's name is His character. And He proclaims it Himself because no one else could get it right.

Devotional
God came down. Stood with Moses. And told him who He is.
Three actions. Each one extraordinary. The first: He descended. The God who sits above the universe moved downward — toward one person, on one mountain, at one specific moment in history. He didn't summon Moses higher. He came lower. That's always been God's direction. The incarnation, the cross, the Spirit's indwelling — God's consistent motion is descent. He comes to where you are.
The second: He stood with him. Not passed by (though He does that too, v. 6). Stood. Planted Himself. Took a position next to Moses and stayed there. The image is of God choosing proximity — choosing to be with this man, in this place, at this time. Not above him. With him.
The third: He proclaimed His own name. Nobody asked. Nobody prompted it. God looked at Moses and said: let me tell you who I am. And what followed — merciful, gracious, longsuffering, abundant in goodness and truth — is the definitive self-portrait. Every other description of God in Scripture is a footnote to Exodus 34:6-7. This is the original. And God spoke it Himself because only He knows Himself well enough to get it right.
If you've been trying to figure God out from a distance — piecing together His character from circumstances, from other people's descriptions, from your own experiences — this verse says He'd rather tell you Himself. He descends. He stands with you. And He proclaims who He is. Your job isn't to deduce His character. It's to stand still long enough to hear Him declare it.
