What Does Genesis 28:13 Mean?
God appears to Jacob in a dream at Bethel and identifies himself: I am the LORD God of Abraham thy father, and the God of Isaac. The covenant God made with Abraham is now extended to Jacob — the third generation.
The promise is comprehensive: the land you are lying on is yours. Your descendants will spread in every direction. All families of the earth will be blessed through you. And I am with you and will keep you wherever you go.
"All the families of the earth" echoes Genesis 12:3 — the Abrahamic blessing reaching every nation. The promise grows with each generation: Abraham received it, Isaac inherited it, Jacob carries it forward.
"I will not leave thee" — the personal promise of presence. God will not abandon Jacob. The vow is direct and unconditional. Not 'I will be with you if you are faithful.' I will be with you. Period.

Devotional
I am the LORD God of Abraham thy father, and the God of Isaac. God introduces himself through relationship — not as an abstract deity but as the God your family already knows. The faith was inherited. The promise was generational. And now it lands on you.
The land whereon thou liest, to thee will I give it. Jacob is sleeping on dirt. Homeless, fleeing his brother, alone in the wilderness. And God says: this ground you are lying on? It is yours. The promise comes at the lowest point.
In thee and in thy seed shall all the families of the earth be blessed. The blessing is not just for Jacob. It is through Jacob to everyone. Every family. The scope of God's promise always expands beyond the individual to the world.
I am with thee, and will keep thee in all places whither thou goest. Wherever you go. Not just in the holy places. Not just when you are behaving well. Wherever you go. The presence is unconditional and comprehensive.
I will not leave thee. God says this to a man who has just cheated his brother and lied to his father. The promise of presence is not contingent on Jacob's character. It is contingent on God's.
That means wherever you are — whatever you have done, whatever wilderness you are sleeping in — the God of your fathers is there. And he is not leaving.
