What Does Joel 2:28 Mean?

Joel prophesies the outpouring of the Holy Spirit — the verse Peter quotes at Pentecost (Acts 2:17) as the explanation for what was happening in that upper room.

"I will pour out my spirit upon all flesh" — the pouring is extravagant. Not a sprinkling. A pouring. And the scope is universal: all flesh. Not just prophets. Not just priests. All flesh — every category of person.

"Your sons and your daughters shall prophesy" — both genders participate. The Spirit is not gender-restricted. Sons and daughters. "Your old men shall dream dreams, your young men shall see visions" — both generations participate. Old and young. The Spirit crosses every demographic line.

"And also upon the servants and upon the handmaids" (v.29) — even the socially insignificant receive the outpouring. The Spirit's distribution ignores every human hierarchy. Everyone receives.

Devotional

I will pour out my spirit upon all flesh. All. Not some. Not the elite. Not the religious professionals. All flesh. The Spirit that was once reserved for specific people at specific times will be poured out on everyone.

Your sons and your daughters shall prophesy. Both. Gender does not limit the Spirit's gifting. The daughters prophesy alongside the sons. The Spirit does not discriminate.

Your old men shall dream dreams: your young men shall see visions. Age does not limit the Spirit's activity. The old and the young both receive. The Spirit crosses generational lines as easily as gender lines.

Peter stood at Pentecost and said: this is that (Acts 2:16). What Joel prophesied was happening in real time. The Spirit was being poured out — on men and women, old and young, free and enslaved. The prophecy was being fulfilled before their eyes.

The outpouring has not stopped. The Spirit who was poured at Pentecost is still being poured. The prophecy Joel spoke and Peter cited is still unfolding. Sons and daughters still prophesy. Old men still dream. Young men still see visions.

The Spirit is available to you — regardless of your gender, your age, your social status. The pouring is upon all flesh. That includes yours.
