What Does Deuteronomy 2:25 Mean?
"This day will I begin to put the dread of thee and the fear of thee upon the nations that are under the whole heaven, who shall hear report of thee, and shall tremble, and be in anguish because of thee." God promises to go ahead of Israel supernaturally, placing fear of them in the hearts of surrounding nations. This isn't military intimidation — it's divine psychological warfare. Before Israel draws a single sword, the nations will already be trembling. Rahab confirms this in Joshua 2:9-11: the whole land was terrified before Israel even crossed the Jordan.
The phrase "under the whole heaven" extends the scope beyond Canaan's immediate neighbors. God's reputation through Israel will reach every nation that hears the report. The fear isn't of Israel's army — it's of Israel's God. What the nations fear is the power behind the people.

Devotional
God fights the psychological battle before Israel fights the physical one. Before any army marches, before any sword is drawn, God puts dread in the hearts of the nations. By the time Israel arrives, the enemy is already shaking.
Rahab will confirm this decades later: "We have heard how the LORD dried up the water of the Red sea for you... our hearts did melt, neither did there remain any more courage in any man." The battle was won before it started. Not by Israel's military strategy, but by God's reputation arriving ahead of them.
This is how God often works in your life too. Before you face the thing you're terrified of — the confrontation, the challenge, the impossible situation — God has already been working in the environment you're about to enter. The hearts of the people you're afraid of are already shifting. The circumstances you're dreading are already being prepared. You think you're walking into hostile territory. God has already sent the dread ahead of you.
"Under the whole heaven" — the scope is universal. Not just the neighboring nations. Everyone who hears. God's reputation through his people reaches further than you can imagine. The story of what God has done in your life — the Red Seas he's parted, the enemies he's defeated — is traveling ahead of you to places you haven't reached yet. When you arrive, the ground will already be softened.
