What Does Numbers 18:21 Mean?
"And, behold, I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation." The Levites receive no land inheritance in Israel. Instead, they receive the tithe — one-tenth of everything the other tribes produce. Their "inheritance" is the provision that comes through serving at the tabernacle. Where other tribes inherit acreage, the Levites inherit a percentage of the national economy.
This creates a unique dependency: the Levites depend on the faithfulness of the other tribes to tithe, and the other tribes depend on the Levites' faithfulness in worship. The system is interdependent. If Israel stops tithing, the Levites starve. If the Levites stop serving, Israel loses its connection to God. Both sides need each other.

Devotional
No land. No farms. No vineyards. The Levites get none of what every other tribe receives. Instead, they get the tithe. Their inheritance is a percentage of everyone else's harvest. Their security depends entirely on the faithfulness of the community.
This is a terrifying arrangement if you think about it. Eleven tribes get soil — something tangible, something you can plant in, build on, pass to your children. The Levites get a promise that other people will share. Their livelihood depends on whether the nation follows through on giving a tenth. If Israel becomes unfaithful in tithing — which they repeatedly do — the Levites suffer first.
But there's a flip side: the Levites' inheritance is actually more stable than land. Land can be invaded, droughted, depleted. A percentage of the national economy, faithfully given, provides regardless of which specific field has a good year. The Levites' security isn't in a specific plot of ground. It's in the ongoing faithfulness of God's people — which, at its best, is a more reliable foundation than dirt.
The interdependence is the point. Ministry and community need each other. Those who serve at the altar need those who work in the fields. Those who work in the fields need those who serve at the altar. Neither can function without the other. God designed it that way. The system breaks when either side decides they don't need what the other provides.
