What Does Psalms 145:18 Mean?
Psalm 145:18 offers universal access with a single qualifier — and the qualifier changes everything: "The LORD is nigh unto all them that call upon him, to all that call upon him in truth."
The Hebrew qarōb YHWH lĕkhol-qorĕ'av — "the LORD is nigh unto all them that call upon him" — uses qarōb, near, close, in proximity. Not far. Not delayed. Near — immediately, responsively, close enough to hear a whisper. And the access is universal: lĕkhol, to all. Everyone who calls. No exceptions based on background, history, or merit.
Then the qualifier: lĕkhol asher yiqra'uhu be'emeth — "to all that call upon him in truth." Be'emeth — in truth, in genuineness, in reality rather than performance. The access is universal. The condition is sincerity. God is near to everyone who calls — but the calling must be real. Not formulaic. Not performative. Not the words of someone who wants God's benefits without wanting God. In truth. The truth of the calling determines the nearness of the God.
The repetition of "all" — twice in one verse — hammers the universality. But the be'emeth at the end filters the universality through authenticity. The door is open to all. The door responds to truth. You don't need credentials to call. You need honesty.

God is near to everyone who calls. That's the promise — universal, open, no waiting list. Every person who calls on God has access to His nearness. The distance between you and God is the distance of a cry. Call, and He's close.
But the verse ends with a qualifier that isn't a restriction — it's a filter: in truth. Be'emeth. The calling must be genuine. Not the words you think God wants to hear. Not the prayer you perform for an audience. Not the cry that uses God's name while wanting God's benefits without God's person. In truth means: you mean it. You're actually calling. You actually want Him. The prayer is real.
The two halves of the verse work together: universal access, filtered by authenticity. God doesn't check your résumé before responding. He checks your sincerity. The most unlikely person — the sinner, the stranger, the one who has no right to call — can call and find God near. But the calling has to be real. The cry has to come from a genuine place, not a strategic one.
That filter eliminates most religious prayer. The prayers that use God's language to pursue God's blessings while avoiding God's person — those aren't be'emeth. The confessions that say the right words without meaning them — those aren't be'emeth. The worship that performs nearness to God while the heart is somewhere else entirely — not be'emeth. The filter isn't merit. It's honesty. And honest prayer from a broken person is closer to God than polished prayer from a performer.
God is near. To all who call. In truth. The access is open. The condition is reality. Call Him — genuinely, honestly, from the real place, not the curated one — and the nearness is immediate.
