What Does Romans 8:7 Mean?
Paul diagnoses the fundamental problem with the unregenerate mind: the carnal mind is enmity against God. Not just ignorant of God. Not just indifferent. At enmity — active hostility, opposition, war.
The carnal mind (phronema sarkos — the mindset of the flesh) is the entire way of thinking that operates apart from the Spirit. It is not just thoughts about sinful things. It is the orientation of thinking itself — the flesh's agenda, priorities, and perspective.
"It is not subject to the law of God" — the carnal mind cannot submit to God's law. Not will not. Cannot. The inability is fundamental — the flesh's operating system is incompatible with God's requirements. It is not a matter of trying harder.
"Neither indeed can be" — Paul adds emphasis. The inability is not temporary or fixable by human effort. The carnal mind is constitutionally incapable of subjection to God. The only solution is a different mind — the mind of the Spirit (v.6).

The carnal mind is enmity against God. Not mild disagreement. Enmity — active hostility. The mind that operates according to the flesh is at war with God. Not misaligned. At war.
It is not subject to the law of God. Cannot submit. Not will not if you try hard enough. Cannot. The flesh's operating system is fundamentally incompatible with God's requirements. You cannot install God's software on the flesh's hardware.
Neither indeed can be. Paul slams the door on self-improvement. The carnal mind cannot be reformed into subjection. It cannot be educated into obedience. It cannot be disciplined into compliance. The inability is structural and permanent.
This is why new birth is necessary. The carnal mind cannot be fixed. It must be replaced. The mind of the Spirit (v.6) is not an upgrade of the carnal mind. It is a different mind entirely — one that can submit to God because it operates on a different system.
If you have been trying to make your flesh obey God through willpower — trying harder, disciplining more, performing better — Paul says: the flesh cannot be made subject. The project is impossible. The carnal mind does not need more effort. It needs replacement.
The good news: the mind of the Spirit is available to those in Christ. The mind that is enmity is superseded by the mind that is life and peace (v.6). The war ends not through the flesh's surrender but through the Spirit's replacement of the entire system.
