What Does Acts 2:10 Mean?
"Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes." Luke's Pentecost crowd-list continues: Phrygia and Pamphylia (Asia Minor), Egypt and Libya (North Africa), Rome (the empire's capital), and both JEWS and PROSELYTES (converts to Judaism). The geographic span covers THREE CONTINENTS: Asia, Africa, Europe. The linguistic diversity is the AUDIENCE for the Spirit's first sermon. Every tongue that will hear the gospel is represented.
The phrase "strangers of Rome" (hoi epidēmountes Rhōmaioi — the Roman visitors/sojourners) brings the EMPIRE'S CAPITAL into the crowd: Romans are present at Pentecost. The gospel that will eventually reach Rome (Acts 28) is already being heard by Roman visitors in Jerusalem. The seeds of Rome's future church are ALREADY in the Pentecost crowd. The missionary journey's destination is already represented in the sermon's audience.
The "Jews and proselytes" (Ioudaioi te kai prosēlytoi — both Jews and converts/proselytes) distinguishes TWO categories of hearers: BORN JEWS (ethnic Israelites from the diaspora) and PROSELYTES (Gentile converts to Judaism). The audience at Pentecost isn't exclusively Jewish by birth. It includes CONVERTS — Gentiles who chose Judaism. The gospel's first audience already includes people who crossed religious boundaries to seek God.

Phrygia. Pamphylia. Egypt. Libya. ROME. Jews AND proselytes. The Pentecost crowd spans three continents and includes both born-Jews and Gentile converts. The Spirit's first sermon has a GLOBAL audience. The gospel that will eventually reach the world is already being heard by representatives FROM the world.
The geographic list covers ASIA (Phrygia, Pamphylia), AFRICA (Egypt, Libya near Cyrene), and EUROPE (Rome). THREE CONTINENTS are represented in the crowd hearing the Spirit's first proclamation. The worldwide mission that Jesus commanded (Acts 1:8 — 'unto the uttermost part of the earth') is PREFIGURED in the worldwide crowd that hears Pentecost. The mission's destination is already in the sermon's audience.
The 'strangers of Rome' is the detail that connects Pentecost to the rest of Acts: the book of Acts ends in ROME (28:16). Roman visitors at Pentecost are hearing the gospel that will eventually TRANSFORM Rome. The seeds planted at Pentecost in Roman ears will grow into the Roman church. The empire's capital is represented at the Spirit's launch. The journey from Jerusalem to Rome starts here.
The 'Jews and proselytes' already includes BOUNDARY-CROSSERS: proselytes are Gentiles who converted to Judaism — people who crossed ethnic and religious boundaries to worship Israel's God. Their presence at Pentecost means the audience ALREADY includes people who made the journey from outside to inside. The gospel's first hearers aren't exclusively born-insiders. They include people who CHOSE to enter. The Spirit's first audience is already diverse.
