What Does Joshua 19:28 Mean?
"And Hebron, and Rehob, and Hammon, and Kanah, even unto great Zidon." The tribe of ASHER receives its northern boundary — and the line extends 'even unto GREAT ZIDON' (Sidon). This is remarkable: Asher's allotted territory reaches all the way to one of the greatest PHOENICIAN cities in the ancient world. The inheritance pushes to the edge of the known world — to the commercial, maritime powerhouse of the ancient Mediterranean.
The phrase "even unto great Zidon" (ad Tzidon rabbah — unto Sidon the great) marks the EXTENT of the promise: Asher's territory was supposed to reach the major Phoenician port city. 'Great' (rabbah) is an honorific — Sidon was FAMOUS, wealthy, commercially dominant. The inheritance extends to the place of GREATNESS. The tribal territory reaches to the seat of international commerce.
The historical reality is painful: Asher NEVER fully occupied this territory. Judges 1:31-32 records that 'Asher did not drive out the inhabitants of Zidon' — the tribe lived AMONG the Canaanites rather than displacing them. The boundary was DRAWN to Sidon, but the occupation never REACHED Sidon. The allotment exceeded the achievement. The promise outpaced the possession. The map said one thing; the ground reality said another.

Asher's boundary reaches 'even unto GREAT Zidon' — the famous Phoenician port city, seat of international commerce, symbol of wealth and influence. The inheritance was supposed to extend ALL THE WAY to the place of greatness. The tribal territory was drawn to include the most prominent city on the Mediterranean coast.
But Asher never took Sidon. Judges 1:31-32 records the failure: 'Asher did not drive out the inhabitants of Zidon... but the Asherites dwelt among the Canaanites.' The boundary was DRAWN but never OCCUPIED. The promise was GIVEN but never POSSESSED. The map showed territory that the tribe never walked on. The allotment exceeded the achievement.
This is the tension of every God-given boundary: the territory is REAL but it must be TAKEN. The allotment is divine but the occupation is human. God drew the line to Great Zidon — Asher chose to stop short. The inheritance was there. The courage to fully possess it was not.
The phrase 'even unto' (ad — all the way to) shows how FAR the promise extended. God didn't give Asher a modest, manageable territory. He gave them territory that reached to GREATNESS — to the most impressive city in the region. The question isn't whether the inheritance is big enough. It's whether you'll walk to its edges.
