What Does Numbers 10:11 Mean?
"And it came to pass on the twentieth day of the second month, in the second year, that the cloud was taken up from off the tabernacle of the testimony." After nearly a YEAR at Sinai (arriving in the third month of year one — Exodus 19:1), the cloud LIFTS from the Tabernacle on the twentieth day of the second month of the SECOND YEAR. The lifting of the cloud is the SIGNAL TO MARCH. The cloud that descended at Sinai (Exodus 40:34-35) now ASCENDS — and the camp MOVES. The year of receiving the Law, building the Tabernacle, and organizing the nation is OVER. The journey RESUMES.
The phrase "the cloud was taken up from off the tabernacle" (na'alah he'anan me'al mishkan ha'edut — the cloud went up from upon the tabernacle of the testimony) describes the DEPARTURE SIGNAL: the cloud that rested ON the Tabernacle now goes UP from it. The lifting is the COMMANDING — when the cloud lifts, Israel marches (9:17-22). The cloud is the divine NAVIGATION SYSTEM: down means stay. Up means go. The cloud's movement commands the camp's movement.
The date — "the twentieth day of the second month, in the second year" — is PRECISELY recorded: Israel arrived at Sinai approximately the fifteenth day of the third month of year one (Exodus 19:1). The cloud lifts on the twentieth of the second month of year two — approximately ELEVEN MONTHS at Sinai. The specificity says: the time at Sinai was MEASURED, DESIGNED, and SUFFICIENT. The year produced everything the Law required. The departure happens on GOD'S schedule.

The cloud LIFTS. After nearly a YEAR at Sinai — receiving the Law, building the Tabernacle, organizing the nation — the cloud rises from the Tabernacle and the march RESUMES. The signal is the cloud. The timing is precise. The departure is on God's schedule.
The 'cloud was taken up' is the DEPARTURE COMMAND: the cloud's movement IS the command. No voice needed. No trumpet required (though trumpets will sound — 10:5-6). The cloud LIFTING is sufficient communication. The entire nation watches the cloud. When it lifts — MARCH. When it settles — CAMP. The divine navigation is VISUAL. The command is METEOROLOGICAL. The God who speaks also SIGNALS.
The YEAR AT SINAI produced EVERYTHING needed for the journey: the Ten Commandments (Exodus 20). The covenant code (Exodus 21-23). The Tabernacle instructions AND construction (Exodus 25-40). The sacrificial system (Leviticus 1-7). The priesthood ordination (Leviticus 8-9). The purity laws (Leviticus 11-15). The Day of Atonement (Leviticus 16). The holiness code (Leviticus 17-26). The census and organization (Numbers 1-4). ELEVEN MONTHS produced the ENTIRE infrastructure of Israelite faith and society.
The RESUMPTION of the journey means: you've received everything you need. NOW WALK. The year of receiving is followed by the lifetime of APPLYING. The Sinai-stay equipped. The Sinai-departure deploys. The learning transitions to the living. The receiving transitions to the walking.
