What Does Revelation 7:3 Mean?
"Saying, Hurt not the earth, neither the sea, nor the trees, till we have sealed the servants of our God in their foreheads." The angel commands a HALT to judgment: don't hurt the earth, sea, or trees UNTIL God's servants are SEALED. The protection precedes the destruction. The marking comes before the harming. The sealing of the servants is the PREREQUISITE for the unleashing of judgment. God protects His own BEFORE He judges the rest.
The phrase "hurt not the earth, neither the sea, nor the trees" (mē adikēsēte tēn gēn mēte tēn thalassan mēte ta dendra — do not harm the earth nor the sea nor the trees) commands a COMPREHENSIVE PAUSE: three domains — land, sea, vegetation — are put on hold. The judgment that's coming (the trumpet-judgments of chapters 8-9) will hit ALL THREE. But the hitting waits. The destruction pauses. The judgment is DELAYED until the sealing is complete.
The "till we have sealed the servants of our God in their foreheads" (achri sphragisōmen tous doulous tou theou hēmōn epi tōn metōpōn autōn — until we seal the slaves/servants of our God upon their foreheads) makes the SEALING the delay's PURPOSE: the servants are MARKED — sealed, stamped, identified on their FOREHEADS (the most visible part of the body, the place everyone can see). The seal is IDENTIFICATION — this person belongs to God. The marking is PROTECTIVE — the sealed are shielded from the coming judgment. The forehead-seal says: MINE.

Devotional
Don't hurt the earth. Don't hurt the sea. Don't hurt the trees. NOT YET. Not until God's servants are SEALED. The judgment pauses for the protection. The destruction waits for the marking. The harming doesn't begin until the identifying is finished. God protects His own BEFORE He judges the rest.
The 'hurt not' is a COMMAND TO PAUSE: the four angels holding the four winds (verse 1) are ready to release destruction. The judgment is LOADED. The devastation is PREPARED. And the command says: WAIT. Don't hurt YET. The 'not yet' isn't hesitation. It's SEQUENCE. The protection must happen FIRST. The sealing must be COMPLETED before the hurting can BEGIN.
The 'till we have sealed the servants' makes the sealing the PREREQUISITE: the judgment can't proceed until the protection is in place. The marking of God's servants is the CONDITION that must be met before the destruction can be unleashed. The 'till' creates a SEQUENCE: seal FIRST, judge SECOND. Protect FIRST, destroy SECOND. The servants' safety is the priority that delays the world's judgment.
The 'in their foreheads' makes the seal VISIBLE and IDENTIFYING: the forehead is the most PUBLIC part of the body — the place everyone sees. The seal isn't hidden. It's DISPLAYED. The identification is visible to angels, to demons, and to the judgment-instruments. The forehead-seal says: this one is MARKED. This one belongs to GOD. This one is NOT to be touched.
