What Does Exodus 30:6 Mean?
"And thou shalt put it before the vail that is by the ark of the testimony, before the mercy seat that is over the testimony, where I will meet with thee." The incense altar is placed BEFORE the veil — facing the ark of the testimony, facing the mercy seat, at the CLOSEST possible position to God's presence WITHOUT being inside the Most Holy Place. The altar stands at the THRESHOLD — the last piece of furniture before the veil that separates the Holy Place from the Holy of Holies. The incense rises toward the place where God MEETS.
The phrase "before the vail that is by the ark of the testimony" (liphnei happrokhet asher al aron ha'edut — before the curtain which is upon/beside the ark of the testimony) positions the incense altar at the BOUNDARY: the veil is the DIVIDER between human-accessible space and God-only space. The incense altar stands as close as possible to that boundary. The prayers (represented by rising incense, Psalm 141:2) ascend from the LAST human-accessible position toward the FIRST divine-exclusive position. The incense reaches where the priest cannot.
The "where I will meet with thee" (asher ivva'ed lekha shammah — where I will appoint/meet with you there) makes the meeting-location SPECIFIC and PERSONAL: God will MEET — not just be present abstractly but APPOINT a meeting, schedule an encounter, designate a rendezvous. The 'with thee' (lekha — to you, for you) makes the meeting PERSONAL. The incense altar's location is chosen because it's WHERE GOD SHOWS UP. The furniture is placed at the meeting-point.

Put the incense altar BEFORE the veil — facing the ark, facing the mercy seat — WHERE I WILL MEET WITH YOU. The altar stands at the THRESHOLD: the closest possible position to God's presence, the last piece of furniture before the divine partition. The incense rises toward the meeting-place. The prayers ascend to where God shows up.
The 'before the vail' places the incense altar at the BOUNDARY between accessible and inaccessible: the priest can reach THIS side of the veil. The priest cannot cross the veil (except the high priest, once a year). The incense altar stands at the LAST human-accessible point — and from THERE the incense rises, crosses the veil boundary the priest cannot cross, and reaches the mercy seat. The smoke goes where the body can't.
The 'where I will meet with thee' is the PURPOSE of the placement: the altar isn't at this location by accident or aesthetics. It's here because THIS is WHERE GOD MEETS. The meeting is APPOINTED (ivva'ed — from mo'ed, appointed time/meeting). The encounter is SCHEDULED. The rendezvous is DESIGNATED. God says: put the altar HERE because I will be HERE. The location of the furniture follows the location of the presence.
The 'with thee' makes the meeting PERSONAL: not 'where I will be present generally' but 'where I will meet with YOU.' The meeting is addressed to MOSES — and through Moses, to every priest who will burn incense on this altar. The meeting is as PERSONAL as it is specific. The God of the universe appoints a meeting-place with an individual human. The incense altar is the CONFERENCE ROOM.
