What Does Acts 20:17 Mean?

"And from Miletus he sent to Ephesus, and called the elders of the church." Paul stops at Miletus — a port city south of Ephesus — and sends for the EPHESIAN ELDERS to come to him. The calling is DELIBERATE: Paul doesn't go to Ephesus himself (verse 16 — he wanted to avoid the delay). Instead, he summons the LEADERS. The meeting is specifically with the ELDERS (presbyterous — the older/leading members, the pastoral-governance team). The farewell is directed at LEADERSHIP, not at the entire congregation.

The phrase "from Miletus he sent to Ephesus" (apo de tēs Milētou pempsas eis Epheson — from Miletus having sent to Ephesus) reveals Paul's STRATEGIC choice: Miletus is approximately 30 miles from Ephesus. Paul sends a MESSENGER to summon the elders rather than going to Ephesus himself. The time-saving is practical (he's hurrying to Jerusalem, verse 16). The elder-summoning is relational (he needs to speak to the LEADERS specifically).

The "called the elders of the church" (metekalesato tous presbyterous tēs ekklēsias — he summoned the elders/older ones of the assembly) identifies the audience as the PASTORAL LEADERSHIP: not all believers, not the entire congregation, but the ELDERS — the presbyters who govern, teach, and shepherd the Ephesian church. The farewell address that follows (verses 18-35) is directed at LEADERS. The exhortations are for SHEPHERDS.

Paul stops at Miletus. He sends for the Ephesian ELDERS. The summoning is specific: the LEADERS of the church. Not the whole congregation. The SHEPHERDS. The farewell that follows is the most important leadership-address in Acts — and it's directed at the elder-team who will carry the mission after Paul's departure.

The 'from Miletus he sent to Ephesus' is the PRACTICAL decision that frames the RELATIONAL moment: Paul is hurrying to Jerusalem. Ephesus would take too long. So he stops at MILETUS — close enough to summon, far enough to save time. The geography serves the mission. The meeting-place balances the urgency of the journey with the importance of the conversation.

The 'called the elders of the church' identifies WHO Paul needs to see: not everyone. The ELDERS — the presbyteroi, the leadership body. The ones who will SHEPHERD the Ephesian church after Paul is gone. The farewell address (verses 18-35) will contain WARNINGS (wolves coming, verse 29), COMMISSIONS (feed the flock, verse 28), and MODELS (Paul's own example, verses 18-21). The content is for LEADERS because the church's future depends on the leaders' faithfulness.

The 'elders of the church' (presbyterous tēs ekklēsias) establishes ELDER-GOVERNANCE as the Ephesian church's structure: the church has MULTIPLE elders (plural — a team, not a solo leader). The governance is COLLECTIVE (a plurality of presbyters). The calling of the TEAM (not one bishop or pastor) reflects the early church's TEAM-BASED leadership model.
